A recent article in the Journal of Economic Perspectives by Nicholas Bloom, John Van Reenen, and Heidi Williams examines the productivity slowdown and innovation policy. They note that in 2015 the United States spent the most on R & D in dollars, nearly $500 billion, but Japan and Germany spent the most as a percentage of GDP - 3.3% and 2.9% respectively (table below).
