Biography

Professor Sir David Metcalf CBE is Emeritus Professor of Industrial Relations in the Department of Management and Associate in the Labour Markets Programme of the Centre for Economic Performance (CEP). Previously, he was a visiting Professor at Princeton University and the Australian National University. He has worked extensively on the economic impact of unions and on pay systems and structures. Sir David was Director of Labour Market Enforcement, appointed by the Home Office and Department for Business, Energy & Industrial Strategy, from 2017 to 2019, and was Chair of the Migration Advisory Committee from 2007 to 2016. Before that he was a member of the Senior Salaries Review Body from 2009 to 2015; and was a founding member of the Low Pay Commission, serving for 10 years from 1997 to 2007 advising the government on National Minimum Wage rates. Sir David has written over 100 publications on labour economics and industrial relations.
