Many developing countries face persistently high levels of violent crime, often concentrated in territories controlled by criminal organizations. What happens to local business activity when the state intervenes to restore security in these areas? This project studies the effects of Rio de Janeiro?s pacification program, a large-scale policing intervention implemented in slums areas between 2008 and 2014, using geocoded panel data on all formal establishments in the city. I begin by providing descriptive evidence on the characteristics of formal firms operating within slum areas. Using a difference-in-differences approach, I then document a decline in the number of formal establishments following pacification, suggesting a reshaping rather than an expansion of local formal economic activity.
