The transition to net zero will require policies that promote switching to carbon-free technologies on a large scale and will often involve complementarities and peer effects in demand. Frederick van der Ploeg and Anthony Venables argue that in the presence of such complementarities, transformative policies are needed to move society to a green, low-emissions equilibrium. This process will also require ensuring political support, dealing with free-rider problems, and engaging both the public and private sectors.
