In September 2022, Chancellor Kwasi Kwarteng set out plans for 'Investment Zones' as the part of the government's renewed focus on growth. A crucial question around area based initiatives is the extent to which growth in the zone is due to displacement - the movement of economic activity from one area to another as a result of an intervention.
