Editorial: Europe in a changing world: resilience, industrial policy, and the political economy of fragmentation

The papers collected in this special issue originate from the 2024 Annual Research Conference (ARC 2024), organized by the European Commission?s Joint Research Centre (JRC) in Ispra, Italy, in collaboration with DG ECFIN and an international scientific committee. The conference, titled ?Europe in a Changing World: Navigating the Challenges, Seeking Opportunities, and Building Resilient Economies?, brought together researchers and policymakers to examine how Europe should respond to an evolving geopolitical and economic landscape characterized by heightened uncertainty, renewed industrial policy activism, geoeconomic fragmentation, and the structural transformations associated with climate change and technological competition.
