To ensure inclusivity in the post-16 education system, the government must guarantee a clear progression route for the "other 50 per cent" of young people who are not on the academic track. The government should introduce a national apprenticeship guarantee that ensures training places for qualified applicants at Levels 2 and 3, and young people under the age of 25. This should be underpinned by a funding model similar to the demand-led system already in place for higher education, ensuring provision expands in response to employer demand.
