I am an economist who has worked (on and off) on post-school education for many years. From 1961-64 I was senior Research Officer to the Robbins Committee. In 1994 I co-edited Britain's Training Deficit. From 1997-2001 I was a part-time consultant for David Blunkett at the Department for Education. In 2007 I was a signatory of the House of Lords Economic Affairs Committee's report on apprenticeship, which preceded the 2009 Act. Since then the committee has produced another report on this which I signed. I have also written and spoken on the issue.
