Evidence was submitted to show that nearly all rich foreign investors and their families who came to the UK under the Tier 1 scheme lived in expensive houses, sent their children to public schools and used private medical care. On the effect on housing, Professor Alan Manning told the committee: “If one is a worker who does not own any housing, the impact of Tier 1 investors must be negative – the wage does not change but the price of housing rises.”
