Measurement of Low Skill
Some CEP research has considered in some detail how one may measure the concept of low skill, and how this relates to existing data sources. This work has had a significant input into debates about the extent of low skill employment in Europe. It allows for the first time rigorous comparisons between countries' skills levels as measured by national educational qualifications. The development of internationally consistent skills measures is an ongoing research theme at CEP.
